October 1999 Report: Evaluating Head Start: A Recommended Framework for Studying the Impact of the Head Start Program
The Head Start Amendments of 1998 (P.L. 105-285) directed the Secretary of Health and Human Services to appoint an independent panel of experts in program evaluation and research, education, and early childhood programs. The panel selected formed the Advisory Committee on Head Start Research and Evaluation. Their charge was to offer recommendations for a study or studies that provide a national analysis of the impact of the Head Start program, advise the Secretary on the progress of the research, and comment on the interim and final research reports. The Committee met three times between April and July 1999 to fulfill the first part of the Committee's charge. This report to the Secretary summarizes the deliberations of the Committee and sets forth a framework for evaluating the impact of Head Start.
